How do I setup an automated message cued to when I open Outlook?

As part of my job, I am required each morning to send an email to a POC with
the subject line "I'm in".  Can I automate this email to be sent to a
designed email address each time I open Outlook per day?  This way, on days
I'm in (I always check Outlook), the email will automatically send itself and
on days I'm out (where I do not check my Outlook, even remotely) the email
will not send.  Thank you for your insight!

Set the Scheduled Task to be performed at login.
