Hi tfuzot1,
your Outlook version is?
Please have a look in you "Add-In Manager":
Outlook 97-2003: Tools/Options/Further Options/Advanced/Add-In Manager (or
COM Addins) and deactivate the addins that you do not know or which sounds
like emoticons or ecards.
In Outlook 2007 "Tools/Trust Center...."
You could also have a look in the Control Panel /Software and have a look if
there is a software installed name "emoticon".

sounds like you installed hotbar or allowed another program to install it.
You can disable the addin or uninstall it via control panel, add/remove
programs.
