Yes, it is running.
If you arrange the processes by name, are there multiple instances of Outlook
running?
If so, kill the processes. If there is only one running but Outlook hasn't
opened, end the task.

There's only one Outlook process in Task Manager. Do I cancel/erase it? I
tried the actions on the web site you gave but nothing worked.

Yes, you have to end the task. None of the methods described on the website
will work if there are any instances of Outlook running in the task manager.
Outlook has to be closed.

Besides killing all instances of outlook.exe, also kill all instances
of winword.exe (which gets loaded if you opted to use Word as the
e-mail editor). Else, do a reboot.
