On my old laptop, a partially drafted email would default to the draft
folder. How do I get Outlook  (Office 2003) to save a partially composed
email as a draft?

Close the email and say Yes to save changes.

If it's not being saved into drafts, you have changed a setting in outlook.
Try here for that setting:
Tools |options | email options (I don't have that version in front of me but
expect the setting will be there or maybe one more level in at Advanced
Email Options.)
