Outlook 2003 Rule with Reply Using Template Only Works Once

I have a rule that sends a reply every time an incoming meeting invitation
meets certain criteria.

It appears that Reply Using Template only works once per sender, like Out Of
Office Auto-Reply.

How do I get the rule to send the reply for EVERY message?

Corporate Microsoft Exchange Server.

I'm not positive, but I thought I read that by default, Exchange allows only
one autoreply per day, just like the Out of Office message.  Best to ask in
microsoft.public.exchange.admin
