Can't copy and paste attachments to Windows Explorer

I can't copy and paste Outlook attachments to my desktop or any folder in
Windows Explorer.  I can highlight the file, then right click and copy.  When
I move to the folder in Explorer and paste, it just beeps and the file never
appears.  Same thing if I click on File/Copy and then File/Paste. No error
message appears.  I've copied and pasted hundreds of Outlook attachments in
the past, but it's not working now for some reason.  

The copy and paste command works in all other programs.  In Outlook I have
to open the file and use the Save as option.  Has anyone ever seen this
problem?
