Outlook not on list for setting default program for MAILTO protoca

I am trying to change the default for the MAILTO protocal.  (i.e. when I
click a email link on a website)

Right now, Windows Mail is the only program listed for when I try to set
associations for the MAILTO protocal.

I did some searching/help and I read somewhere (cant remember where) that
the program may not have been registered corretly and isnt listed on the
registry.

How can I fix this so the protocal uses Outlook and not Windows mail?

In Vista, set the default mail program on the Start Menu, Default Programs.
It's not a file association. It's the default program. Make sure your Outlook
program is set up properly and working.

I do have vista.  And when I go to the default programs, Outlook is not even
listed.  Even though I have it installed and use it for email.

ONE MORE THING.   I am using Outlook 2003 on a vista machine.   My boss uses
Outlook 2007 and his shows up on the default list, but mine doesnt.  Do I
need to upgrade to 2007?
