Outlook2003 -- Rules Icon & Pull Down Menu Option Disappeared

Outlook user since beginning.  Heavy user of rules.  New cmptr so wanted to
export rules&alerts and install.  Discovered in past week my rules icon
"folder" and the pull down menu item disappeared.  Checked to see if moved to
another PD menu.  Running Detect & Repair ... no help.  

Any ideas as to what happened to my Rules&Alerts option?  Don't look forward
to recreating all of my entries on my new system.

Tools>Rules and Alerts or the "Rules and Alerts" button on the Advanced
toolbar doesn't open the rules wizard?

Button on Advanced Toolbar ... and menu option for Rules and Alerts under
Tools don't even exist ... gone ... disappeared.  Have no idea where the
option went.  ONLY reason I am looking is to go in and Export Rules and
Alerts ... so I can install on my new computer.  Don't need to repair
Office/Outlook ... just need to copy or export the Rules etc.  Have copied or
exported all the other .psts or text files (safe/junk sender) stuff.  

But to your question ... folder looking button on the Advanced toolbar or
the menu option under Tools ... don't even exist.  Gone ... someplace.

Both button and menu option themselves disappeared.  Gone.  Disappeared last
wk.  Only reason I need to get to Rules/Alerts is to export so I can upload
on new cmptr.  Any way to go in the backdoor and copy something without
repairing the actual application?

With Outlook closed, try deleting the (usually hidden) file
%AppData%\Microsoft\Outlook\outcmd.dat
