Well, is that an answer? Yes, I would like to receive emails with embedded
sounds. I call software a flaw if it doesn't offer the option to accept or
refuse a feature. One would think that the software people would be able to
do that . . . wouldn't you? They take the old stuff and move it around in a
new package and call it new. So, why shouldn't I expect to be able to
receive not only new features as well as the old? I'm not trying to be a
smart . . ., but a clear answer would be nice. Two responses and they both
were flip answers.

Flip or not, he gave you the answer. It is no longer supported as it is a security risk. As for his style of responding, we are all volunteers and are free to express our individuality as we see fit.
If you want a strictly professional answer, then Product Support Services from Microsoft at $45 a pop is the place to go.

I too would like to be able to embed sounds in outgoing email messages, and
have the option available to me to accept or reject messages that have
embedded sounds.
What really puzzles me is the exact nature of the security risk. Is it
something to do with Java or some other application? Does Microsoft ever
intend to address this problem, and give users the option of embedding sound
in email, and also to give all users the accept/reject option? I realize
that security is a very important issue, but perhaps everyone is a little bit
paranoid after 9/11?

Not sure how you would mix this with 9/11 but essentially any form of
automatic attachment execution is a high risk. In this case the fact that it
is no longer supported is also because of the change of the HTML rendering
engine Outlook uses (Word instead of IE). This offers more document features
to Outlook which has been rated higher than a "gimmick" feature like adding
sounds to emails. Don't expect it to be a feature that is high on the list
to be reintroduced.
