Cannot Access Program

Receiving the following message upon launch:

"Microsoft Office Outlook has not been configured for the current user.
Please run setup to install the program."

I have:
Searched the error message and downloaded document 838687.
I am running Windows XP Home Edition. Did not find a security setting option
for the Opa11.dat or the Data.dat files. So, I deleted them per the
instructions.
Reloaded the program 4 times.
Cannot find a registry subkey with an error message.

Outlook was functioning properly first thing this morning.

Ever seen a grown man cry? Help!

What version of Outlook?
What happens if you try start - run - outlook /safe?
