Everytime, I open Outlook it display an error message and starts a checking
program

Message___

The data file "Personal Folders" was not closed properly

How can I fix this problem permanently?

First try running scanpst on the default Outlook PST file.
Next ensure that Outlook is completely closed before you shut down your
computer.
This little application can help determine if the Outlook process is closed:

Check what is holding Outlook open:
