conflicts folder

How do i find out what is in my conflicts folder ? is it always safe to
delete it ?

Click on it and look.

Outlook is not able to delete that folder.

What IS a "conflicts" folder?

It's a folder supplied by an Exchange server that lists one type of sync
issue.  The two other sync issues folders Exchange supplies are "Local
Failures" and "Server Failures"
