Using OL 2007, SP1
I use signatures as email templates and would like to be able to get to the
Signature application without having to go through Tools | Options | Mail
Format.  I 've been through the Customize Toolbar application and can't find
anything that does the trick. Any way to accomplish this, preferably without
writing a bunch of code?

No, and why are you abusing the signature feature for that? Quick Parts is
what you want to use for that.

Abusing?  Isn't that a bit harsh?

I tried getting Quick Parts to work for managing signatures but couldn't get
it to do all that I needed.  If you could perhaps direct me to a source of
information on how I could manage my signatures using Quick Parts, that would
be helpful.

Abusing; misuse, misapplication. No, I used the correct word.

Who said anything about managing your signatures via Quick Parts? You said
you were using the Signatures for email templates. If you mean with "email
templates" text blocks then you should indeed use Quick Parts. You can of
course continue to use the Signatures feature for your Signatures.

Creating a Quick Part works this way;
Type the text you want, select it, press Save Selection to Quick Part
