Delegate - Moving Items to different Folders

I have an Executive user who wants to allow there Delegate to organize there
inbox for them.  I have given the deletgate Non-editing Author access to the
inbox and all subfolders.  When I test to verfy the Delegate can move the
e-mails to different folders I get an error message that they do not have the
proper permissions.  

Does anyone have any ideas?

Moving a message from folder A to B means deleting it in folder A; probably
that's not allowed.
