changing Outlook to Outlook Express for email

I use both Outlook 2003 and Outlook Express (OE)  for emailing  but I use
mainly OE.
I set Outlook Express under IE7 > Internet Options >  Programs > Email.
But after a few days later, it automatically reverts to Outlook.   Then, I
got to change into again into OE.
This happens so often, which irritates me.    My question is how to (almost)
permanently fix at OE for Email?

Make sure the option in Outlook to check if it is the default e-mail
client is disabled.  Exit Outlook.

In Internet Options, check that OE is selected as the default e-mail
client.

Load Outlook Express and enabled the option to make it the default
e-mail client.

I tried to find this option.  But I failed to located this one.
Could you please point  where to look at?

Tools, options, other. It's actually called "Make Outlook the default....."
Note that when you use both email clients, the first one you open will
collect the mail. Allow the one you want to always use to download from
server, while the other should "Leave mail on server" so you can always
retrieve it.
