Where is the highlighter tool in Outlook 2003?

I am trying to highlight specific text in my email messages, but cannot
locate the highlighter tool...does Outlook 2003 have this function?

Enable Word 2003 as your e-mail editor (see Tools > Options > Mail Format)

When composing a message, just right click on a menu/toolbar and select
Formatting.  This should bubble up the highlight tool.  Happy testing. :)
