Why does Outlook not allow me to go to a site within a message?

I click on an embedded link in a message, and it says that I don't have
"permission" to visit that site.  I am the owner and have Administrator
rights.  I will visit any damn site I want to visit.  Why does Outlook decide
that I can't visit that link?

Outlook doesn't decide anything. There is a misconfiguration on your
computer. Reset/reregister your favorite Internet browser as the default and
try again.
