How can I exclude message forwarding to specific times of day?

I wish to set up a forwarding rule that will forward messages coming into my
work inbox to my personal inbox, but only while I'm away from the office. In
other words, between the hours of 6pm and 9am I want messages forwarded, but
not between 9am and 6pm.

Enable your Out of Office Assistant and configure a rule in it to forward
the messages. Whether or not and to what extend you can do this depends on
your Outlook version, Exchange version and the configuration of both.
