In MS Outlook 2003 when you press forward, you can see a reference to what
attachments were recieved as text at the top of the message. In MS Outlook
2007, the original attachment is included, not a text reference.
How do I tell MS Outlook 2007 to list what attachments were recieved and not
send the actual attachments? We require this for audit reasons for a e-paper
trail of what has been sent.

Uhh, I'm about 99% sure that Outlook 2003 sent the attachments when you forwarded
a message, as did every version of Outlook before it, and even Microsoft
Exchange client before that.
And it isn't configurable. It just happens. There might be a plugin that
will enable this sort of feature for you, but nothing in the box.

I, too, see the behavior Mr. Muffman describes: forwards include the
attachments. Replies behave the way you describe.
