How do I correct (0x8004210A) error; POP/SMTP xmit failures?

I am using Outlook 2007 and Vista.  I cannot receive or send e-mail messages.
I get the following error message:  Receiving' reported error (0x8004210A) :
'The operation timed out waiting for a response from the receiving (POP)
server. If you continue to receive this message, contact your server
administrator or Internet service provider (ISP).'  Note:  I have checked the
PoP and SMTP server names with my ISP.  Also, I can receive mail on another
laptop using Windows XP, with the same POP and SMTP server names.  My ISP
says they only support Windows Outlook Express, which is no help to me.

Did it ever work on that client?
What did you change in between?
If you have a virus scanner that integrates with Outlook, disable this
integration and try again.
