I am trying to import a pst backup of my office files from my work to my home
computer. I get the error message 'you don't have appropriate permission to
perform this operation'.

As posted here many MANY times - often several times daily.
Do NOT use the import/export function to move Outlook data from one Outlook
to another.
Why not?

Importing an entire PST may well corrupt your profile and may create a ghost
PST that you can't close. Importing PST's will lose:
1.  Custom Forms
2.  Custom Views
3.  Connections between contacts and activities
4.  Received dates on mail
5.  Birthdays and anniversaries in calendar
6.  Journal connections
7.  Distribution Lists

Opening a PST file will preserve all of these. That is why we do not advise
people to import a native file into Outlook.

To answer your question, do it this way:

Well Importing is not the way to deal with native OL data
Within OL, File>Open>Data File......browse to location (NB a cd is no good,
it needs to be located on the HD)
