data migration 2003 to 2007

I am trying to work out some problems with upgrading to outlook 2007. I am
wondering when the migration of 2003 data files to 2007 happens. When
starting outlook 2007 for the first time the program asks if you want to
setup an email account during the setup wizard. When I said no I noticed that
my data files, i.e. contacts, did not show up in the new 2007. Is this
because i did not setup the account during the wizard process? Can I go back
somehow?

Clarify what you are doing and provide more detail. Are you attempting an in
place upgrade of Outlook? In place upgrades are not a good idea with
Outlook. If you attempt one, you must create a new Outlook profile from
scratch and use a supported method for migrating your previous data file.
