How can I backup all my folders in Outlook 2003 and restore them to Outlook
2007 on another computer?

With OL closed you simply copy the pst file(s)
Copy them to hd of new PC, not the default location.
If OL2007 is setup on the new PC, then within OL, File>Open>Data
File......browse to the location.

If OL2007 is not set up, use the mail applet in the control panel to add the
data file & accounts etc
