Do they have multiple accounts configured?
I'd recommend to leave the receipt option set to "Ask".

They only have one pop account configured, and I have switched the always ask
before sending a read receipt to enabled.

They only have one account configured.
I have turned off the automatic response for read receipt had have it set to
Ask.
I called the hosting company (Godaddy) and they don't think it is a problem
with there hosting because it is never leaving Outlook.
I think I am going to change the hosting companies just to test because it
is very weird that it is happening to mulitple people in the same domain.
