Downloading previously downloaded emails when power goes off

The last two days the power went off while my computer was on.  When I get to
Outlook, it wants to check for any problems.  After that, it starts to
download 500 messages that were previously downloaded.  How can I fix this?  
How can I stop it from downloading previously downloaded emails?

Log on to your ISP web interface and delete the mail
Configure OL not to keep a copy on the server
Perhaps invest in a UPS
