What went wrong with my Outlook?

I have been using Outlook for a couple of years and I subscribe to several
email services which usually contain links to more information. However,
sometime (I don't know exactly when...) I guess resulting from an automatic
update, I can no longer use those links. I am directed to a list of files and
folders on my computer; and I can't find a way to make the program let me
connect through those links. What don't I know and what can I do about it?

Is the dialog called "Locate Link Browser?"
Point it to IEXPLORE.EXE
