"I get the error message Outlook failed to start correctly last time.
Startling outlook in safe mode will help you correct or isolate a startup
problem in order to successful start the program. "

Once i start outlook in safe mode, what do i next to figure out and fix the
problems?  enabling the disabled items did not help either.

Close Outlook and see if it starts normally again.
If not see;

Disable all the plug-ins that you installed in Outlook.  Then check if
Outlook works when you start it normally (i.e., *not* in its safe
mode).  If it works, enable a plug-in and see if Outlook will load
okay.  Repeat for each plug-in until the problem reappears whereupon
you will know which one is causing the problem.
