MS Mail blocks listing of new folders

I try to add new folder(s) to MS Outlook Mail and am denied each time.
The big red X in a circle stops me cold.
Any suggestions?

There is no current product called MS Mail.  I think there was one by
that name something like over a decade ago.

There is no current product called MS Outlook Mail.

Once you identify what product you really are using (and WHICH version
of it), along with the type of e-mail account you are using (POP,
IMAP, Exchange, HTTP), and just HOW you are creating the new folder,
then responses can be less vague than your original question.
