What is the Resiliency registry key about?

When is it created?During the installation of outlook? How does it affect
the behavior of outlook? Thanks

I just googled "Outlook resilency registry key" and came away with the
impression that this key is only created when Outlook has problems starting.
For example, a value will be created under this listing what addins are
disabled.

There are a couple of other hits that this key could even prohibit Outlook
from starting.  The common thread is that it can be
exported/renamed/deleted.  This should permit Outlook to start.

Thank you,Neo.I came up with an issue maybe relating to the Resiliency
key.All the pictures in the message body become attachments and the Plain
Text option is selected and greyed on the Format menu for all the messages
in the personal folders,this occurs when I have my outlook 2003 upgraded to
outlook 2007.This issue is unable to be resovled by reinstall
outlook2003.What happened to my outlook?

By description, I would say check for the ReadAsPlain registry value.
Location is:

HCKU\Software\Microsoft\Office\12.0\Outlook\Options\Mail

or

HCKU\Software\Policies\Microsoft\Office\12.0\Outlook\Options\Mail

ps - the Resiliency key should be deleted/removed if everything is running
a-okay.

I have cleared the Read all standard mail in plain text check box,also I
have checked the Registry for the ReadAsPlain value,and it's all ok.I think
the Read all standard mail in plain text check box corresponds to the
ReadAsPlain value,right?

Yep, it works with the ReadAsPlain under:
HCKU\Software\Microsoft\Office\12.0\Outlook\Options\Mail\
