Outlook 2003 crashing

I have a user that whenever he receives email with an attachment that has
chinese characters in the Subject or the attachment name , his outlook will
not open the attachement correct. If he clicks on it what opens is the last
document that he has opened in outlook. I went in and cleanded out his Cache
under the OLK folder and now when he tries to open he receives and error
saying it cannot open it now.

We are using Exchange 2003 SP2 FE, BE with Cluster Backend.
He has Outlook 2003.

So where does the crashing happen?
Can you open the attachment when you save it to disk first?
