Outlook 2003 connected to Exchange Enterprise 2003:

At random, Outlook does not display the 'Favorites' in Contacts or Calendar.
After a couple restarts (maybe) it shows up.

Any ideas on where to begin troubleshooting?

Which kind of "Favorites"?
The Favorite Folders Pane is only available in the Mail Navigation.

When you right-click on a Public Folder, for example, you can select 'Add to
Favorites'.  Then, when in the Calendar pane, you can select it from the
Favorites list.  This applies to Contacts as well.

Reset your Navigation Pane and see if they stick after that.
Start-> Run; outlook.exe /resetnavpane
