I highly doubt it is a Microsoft issue to begin with. My guess it's your
virus scanner. Disable its integration with Outlook and try again.

I have no virus scanner currently installed on this machine. I have been
keeping up to date with all updates from microsoft as this is a brand new pc
and until recently after the vista sp1 was installed did i start to notice
this issue and it's happening to both users who log into this machine to
check outlook.

What is the exact built number for Outlook? (Help-> About)
What type of mail account(s) are you using?

And the deleted item doesn't show up in the Deleted Items folder then
anymore or is it duplicated?
You only have 1 account or multiple Comcast accounts configured?
Do they all give the same issue?

1. No, the deleted items folder doesn't have a duplicate. The email I deleted
just returned to the inbox on it's own after I re-opened outlook the next day.
2. 2 people use this machine, 2 different usernames and 2 different comcast
user names, and both of us are having the same issue. We check email about
once per day.
3. I didn't think nothing of the issue until my wife stated everytime she
deleted something it returned back to the inbox and I said it's also
happening to me.

Do the items still show in your webbased mailbox provided by your ISP?
