I have seen people sending SMS from Outlook.

I have tried to find that option in tools and so on, but there is no option
available on my Outlook 2003.

What is the solution and is it free of charge?

The addin can be downloaded from Microsoft and is free of charge. As it will
use your mobile to send the SMS messages your normal operator costs of
course still apply.
