cannot enter data on outlook 2007

I am getting message "not implemented" when I try to enter any data or create
email.

when I open outlook I get:

LINE: 304
CHAR: 1
FILE NAME OR CLASS NAME NOT FOUND DURING AUTOMATION OPERATION
CODE: 0
URL OUTLOOK TODAY

Start Outlook with the /select switch and specify your Inbox as the initial
folder to display.  Click Start>Run and enter

outlook.exe /select outlook:inbox

in the Open field.  Make sure you include the spaces and punctuation.  Click
OK.  Now, right-click on the root of your folders and select Properties.
Select the Home Page tab.  Click Restore Defaults.  Close Outlook.  Wait a
couple of minutes.  Try to start it normallly.  What happens?
