Just brought a new user online in Vista. When I start Outlook in his login,
it sees all the email. everything is set correctly but when I try to start a
new email, it says "A Dialog Box Open, Close it and try again". There is no
dialog box open. All I did was start Outlook (07). Also, in this mode I
cannot even exit Outlook (either by File/Close or "X").

Open Word and the hidden dialogue, which is asking for your name and
initials, should open.  Fill in the data and close the dialogue.  Outlook
should work OK then.
