my outlook doesn't receive large files, how do I fix it?

When I am sent email with large attachments (4Mb or more) outlook won't
receive them and then all other emails sent don't come through. How do I set
outlook to be able to handle large emails?

What happens when you try to receive them? Does the send/receive process
timeout or does something else happen?
