I am still not able to fully access my outlook products, I have reloaded my
product key many times it has accepted every time, but still no result, I
have rebooted, but now at wits end

You are not providing any information. What version of Outlook? Have you
configured Outlook (Control Panel | Mail icon) before opening it? What
errors do you get when trying to open? What features can you not access?
