outlook 2003 Test e-mail OK but will not send or receive e-mail

Using the TEST e-mail in outlook 2003. All is said to be OK.
This facility works as I can see the test e-mail mail is received by viewing
the server on-line on the bt yahoo website.
When I try to send an e-mail with outlook  I get an error notice
'C:\windows\outlook.pst could not be accessed. Close any application using
this file and try again.
The only application in use is Outlook 2003

1. Can you create any item in your PST, for example a contact?
2. Check if the PST file is not marked as "read-only".
3. Do you have write access right to the c:\windows folder? Can you create
any file there?

Seems an odd place to put the .pst file.  Usually it goes somewhere
under %userprofile%.
