Oultook uses wrong DC

I'm having a problem with Outlook 2003/2007 clients that infrequently connect
to the wrong DC in our environment which causes their emails to open very
slowly.  Here's the layout:

1 DC on our X.X.20.Y network with all master FSMO roles (has DNS and DHCP
server roles)

- These servers are on the same network connected by a Point to Point T1 -

1 DC on X.X.21.Y with same roles and server roles

I'm trying to find a way to make the outlook clients on each campus use only
it's closest DC and not the other one.

I don't see anywhere in Outlook that controls any aspect of the Windows
networking subsystem.
