I have the following option set: Tools - Options - Email Options - Advanced
Email Options - Show Icon in Notification area, but it only works for my
Inbox items and not my Inbox subfolders. I know that Microsoft has stated in
previous Outlook versions that this is "by design," but I had hoped they
would have changed the design in Outlook 2007.

Does anyone know a workaround or anything for getting an envelope (I don't
want a message alert) to display in my tray when I get an e-mail that's moved
via a Rule to an Inbox subfolder?

Nope.  The Notification Area icon appears only for messages delivered to the
Inbox.

I don't believe you can have the envelope icon cause the envelope icon to
display, but you can add an action for a desktop alert to the rule.
