attachment as icon or in header

Dear Outlook Experts,

   When using Outlook 2003 and attaching a Word file, sometimes it
goes into the header of the note - nice and neat like; but most times
it just flops into the body of the note as an icon. I always use Rich
Text Format for the message format.

   Is there a way to have Word attachments consistently go into the
note header? Is there some option for this?

You must not be using RTF all the time since that's the determining factor
for attachment placement. RTF puts it in the body, HTML & Plain Text in the
header
