MS Exchange Server "names could not be resolved". Why?

Recently every time I start Outlook I get a message saying "Microsoft
Exchange Server not available". Why would I want it available, what is it and
if I need it how do I  get "names resolved" so that it works?

What type of account do you have defined?  What version of Outlook?
