How do I keep the junk mail filter turned off

I have my own junk mail filter in use and I need to turn off Outlooks
internal Junk Mail Filter. When I go to the appropriate setting and turn it
of at some later point in time - maybe after 1, 2, 3 or more restarts of
Outlook it auto magically turns the filter setting back to low!

How do I stop this happening?

I should also have said Outlook 2007 on Vista Ultimate running SP1
