Outlook 2003 will not open

Hello,

I am unable to open Outlook 2003. It will open successfully in "safemode"
however when trying to launch regular, it doesn't even show up in task
manager ( does show as a queued 'process') however I do get an Outlook
"Splash Screen" as if it is loading.

* I noticed also that CPU usage jumps to a constant 56% and only drops back
down when I terminate the OUTLOOK.EXE process.

Things I already tired:

- Detect&Repair
- Reinstalling
- Ending different processes to alleviate CPU usage

Any insight into this issue would be tremendous, Thanks.

You could try searching for and deleting outcmd.dat
See if that helps
