Outlook 2003 on Vista not sending or receiving

Just installed office 2003 on Vista Home Premium.
There is not even the option to send/receive available on the Outlook.
Have uninstalled and reinstalled with all office options.  No difference.
What is going on and what do I do?

Send Receive button does not appear until you set up your accounts according
to the settings you get from your Email/Internet Service Provider.
