I have a user that would like to use outlook to set a default that sends him
a read receipt ONLY for a specific person in his contracts list.  He does not
want to get read reciepts to all his emails, only for specific email
addresses.  He prefers to have a default set up so as not to manually
configure his individual emails to request a read receipt.

Is it possible to accomplish this?

Not without some programming.
