A strange thing just happened to my compose window (Outlook 2003). When I
click to open a new message, the compose window has margins that run
completely off the screen and there is no scroll bar at the bottom. How can I
get the margins for new messages reset to normal size? I'm running Vista
Ultimate.

Vista has nothing to do with Outlook.  Have you tried double clicking in the title bar area?
