I inadvertently did a permanent delete (shift+delete) of a mail folder.
I am using Outlook 2003
My Tools do not include a Recover Deleted Items entry
My pst files are saved on my C: drive, not on an exchange server
How do I locate and restore the permanently deleted mail folder?

If you meet all the conditions in this article, you just might be able to get your folder back:

unsolicited mail sent to my personal account will be deleted without
