I'm not able to send new e-mail. I can reply an e-mail or forward an e-mail.
I have tried to make a reply e-mail new by changing the subject but it will
not be sent. It is just stored in the outbox just as the new ones are. What
is the problem?

That is the problem. There is no error message. I have done the office
diagnostics under 'help' and everything seems fine until I send a message.
Now there was something else I noticed: when I sent an email to myself for
the test I typed in the email address where it was to be sent. That email was
sent fine. Now, when I chose an address from my contact list that is when it
just stayed in the outbox file. Does this help any?
