Is this a "learned" process for Outlook?

I finally got my address book back up & running but now it seems to lack this feature eexcept for the most recent e-mails I've sent. It recognizes these but no others in the address book.

i did try both turning on & off along with restarting Outlook the
"Suggest names while completing To, Cc, and Bcc" feature in the advanced e-mail options menu. didn't help.

any ideas??

Yes.  It is not tied into your contacts in any way.  It simply remembers the
most recent 1,000 addresses to which you've sent messages.
